Depends on the game. Gen 1 for instance, Charizard can be a beast, however a squirtle is very handy to have at the start of the game, while on the other side bulbasaur is easer to train and evolves earlier, then moving to other games such as yellow or pikachu and eevee, they can be both great starters.
